Cody Halsey
President, Licensed Property Manager
A lifelong Portland-area resident, Cody credits his drive and determination to his mom, a single mother with two children and owner of her own small business.
Formally employed in the property management industry since early 2001, Cody initially worked for a small family-owned company that only managed their own properties. Cody wanted to gain a deeper understanding of property management and moved to a local fee-based management company, working his way up to building his own portfolio within the company. It was there he realized that he eventually wanted to own his own company.
Early 2007, opportunity presented itself and Cody purchased Cascade Community Management. Cascade was a small management company based in Clackamas with little over 100 units under management and in one brief year, he was able to grow his company to over 700 units.
In late 2008, Cody purchased another management company, Peters & Company Real Estate Management, that had been in business since 1980 and managed 87 Home Owner Associations (HOA) and 400 rental units and specialized in apartment communities. Cascade absorbed Peters & Company’s rental portfolio, while the HOA side of Peters & Company remained a completely separate company. Peters & Company’s name had been formally changed Noah & Associates Community Management in late 2009, memorializing his beloved dog Noah who he lost to cancer in 2007.
In October, 2010, Cody purchased another management company, Chuck Hanson Real Estate, that had been servicing SW Portland for over 30 years and manages hundreds of single family homes. The offices for Chuck Hanson Real Estate have been relocated to and absorbed by Cascade Community Management offices.
In April, 2011, Cody identified a long missing niche business: one that not only manages real estate but also assists clients and future clients buy and sale real estate. Thusly inspired, he created Cascade Community Realty Group, Inc.
In January, 2012 Cody created Real Estate Network Group.
Cody oversees the day-to-day operations of his combined companies with a support staff of 35 employees.
Tony Sammons
Principle Broker
Tony grew up in the Bay Area of California and moved to the rural outskirts of Oregon City when he was twelve with his family. He was the oldest of three boys and had a go- getter personality, always seeking out new experiences. When he was 14 he obtained his work permit and got on with a landscaping company that gave him a great opportunity but also further engrained the strong work ethic his dad had raised him with. Tony continued with the company up to high school graduation.
Fast forward a few years to 2000. Tony decided it was time for a change as he was longing for challenge, so he accepted a position at US Bank as a Personal Banking Officer and began learning the ropes in the financial world. He soon realized by far the most enjoyable and stimulating aspect of his job was the lending and had excelled in his region in terms of volume so he felt compelled to take the leap in to the world of self employment.
In 2001 he signed on with a small loan brokerage firm in Vancouver and began originating, processing and closing mortgage loans through a number of lending institutions. By 2003 he was operating and managing his own branch for the company and in addition to his own production he was also responsible for recruiting and training new Loan Officers as well as Loan Processors and support staff. Tony continued working in different aspects of the mortgage industry until 2010.
2005 brought that old feeling of restlessness so Tony opted to begin working toward his Real Estate license. By late 2005 Tony was a licensed Realtor in both Oregon and Washington and working full time in both industries while still very much enjoying what he did.
By 2010 Tony had concluded the Wholesale Mortgage industry was simply no longer a viable use of time from a business perspective so he shifted his professional direction to focus on Real Estate exclusively.
Tony soon realized he needed more on his plate to feel productive so he began exploring different options and seeking out new opportunities. In early 2011 he met Cody Halsey, President of Cascade Community Management, and knew the next challenge was at hand. Tony upgraded his Real Estate license from Associate Broker to Principal Broker thereby giving him the freedom to pursue all aspects of Real Estate, as well as working closely with rental property owners to professionally manage their investment properties. Tony enjoys the personal contact and continued relationships he seeks to cultivate through professional and personable service, knowing his success is only possible through the continual delivery on his promises.
Rhiann Doster
Licensed Property Manager
Rhiann Doster has been in property management for seven years. Rhiann worked for Peters & Company for five years. When CCH Enterprises (Cascade Community Management’s parent company) purchased Peters & Company, Rhiann was transferred to Cascade Community Management with her rental portfolio. Rhiann oversees a portfolio of properties ranging from apartment communities to single family homes throughout the Portland Metro area.
Sally Richardson
On-site Manager
Sally Richardson has been in property management for ten years. Sally is our on-site manager for our West Linn apartment complex.
Anthony Stroud
On-Site Manager
Anthony Stroud has been in property management for eight years. Anthony is our on-site manager for our SE Portland apartment complex. Anthony is also a licensed Real Estate Agent specializing in short sales.
Jessica Brown
Leasing
Jessica Brown has been with Cascade since late 2008. Jessica came to Cascade with little experience and has grown to be a valuable team member. Jessica is very organized, and we know she gets the job done.
Angie Schweitzer
Leasing
Angie Schweitzer has been with Cascade since late 2008. Angie has been in the industry now for eight years, with most of her knowledge and experience in low income properties and certifications.
Ben Putnam
Maintenance Supervisor
Ben Putnam has been with Cascade since early 2010. Ben has 10 years experience in construction. Our tenants and clients love Ben.
Emily Sells
Maintenance Coordinator
Emily Sells has been with Cascade since Cody purchased the company in 2007. Emily also worked with Cody at his previous employer. Emily is a very valuable team member at Cascade. Emily oversees all work order requests and submits them to the correct vendor. Emily also oversees all our advertising for vacant properties and is in charge of our website.

Debbie Rawley has been with Cascade since late 2008. Debbie worked in the healthcare industry for 25 years, before joining Cascades team. Debbie is the hub of our company, she knows everything that is going on and everyone’s schedules. She meets and greats all our guests with a smile. I could not imagine not having Debbie here with us.

Tom has an extensive background in facilities management and interior design. Tom assist’s Mr. Halsey in making sure all the companies are running smoothly. Toms attention to detail is second to none. Our offices are always looking top notch, nothing is out of place and that’s hard to do with a total of 13,000sq feet of office space. Employees are surprised, they say they “think” of something and the next day it’s here. Tom has become a very valuable team member since his arrival early 2012.
